Restricted goods are to be managed carefully, and the DGFT (Directorate General of Foreign Trade) takes full responsibility for managing that. WHAT ARE RESTRICTED GOODS
Restricted goods are those goods that cannot be freely imported or exported into the Indian market without any authorization from the DGFT (Directorate General of Foreign Trade). These goods are restricted because they are harmful to either humans or nations, and if they are sold freely, they can cause great damage to society.

Key Highlights:
Import Policy Update:
Restricted Items:
*Import of laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers (HSN 8471) is now restricted. Import is permitted only with a valid licence.
Exemptions:
*Items brought under Baggage Rules are exempted.
*Import of 1 item per consignment (except servers) via e-commerce, post, or courier is allowed without a licence, subject to applicable duties.
*Up to 20 items per consignment for purposes such as R&D, testing, benchmarking, evaluation, repair, re-export, or product development are exempt from licensing. These must not be sold and must be destroyed or re-exported after use.
*No licence is required for repair and return under the re-import policy.
*Items forming an essential part of capital goods are exempt from licensing.
Revised Policy for ITC HS 8471 Items:
*Items such as personal computers, microcomputers, mainframe computers, and other automatic data processing machines under specific subheadings (84713010, 84714110, etc.) are changed from "Free" to "Restricted", subject to the conditions mentioned above.
Effect of Notification:
*Import of specified devices is restricted immediately.
*Limited exemptions are allowed for individual use, research, or as parts of capital goods.
*Licensing requirements aim to regulate imports while supporting R&D and specific business needs.
