BIS ISI renewal is the process of extending an existing BIS product certification licence before it lapses, by filing Form XII along with production data and the applicable fees. Under the BIS (Conformity Assessment) Amendment Regulations, 2026, renewed licences are now valid for up to 5 years, though manufacturers must still pay the annual licence and marking fees every year.
Applications should ideally be submitted three months before expiry. A missed deadline attracts a ₹5,000 late fee and a 90-day suspension. The full renewal cycle — document review, surveillance audit, and BIS approval — usually takes anywhere from 4 to 12 weeks, depending on the product category and how quickly documents are submitted.
Every BIS ISI licence — granted under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018 — is issued for a fixed period. Once that period ends, the licence does not renew itself. The manufacturer has to formally apply to the Bureau of Indian Standards (BIS) to continue using the ISI mark on their product, and this process is what is commonly called BIS ISI renewal, ISI mark renewal, or BIS licence renewal.
Renewal is BIS re-confirming that your factory, quality control process, and product still meet the relevant Indian Standard, and that you have kept up with your fee and reporting obligations. If you skip this step, you lose the legal right to put the ISI mark on your product, even if your manufacturing quality hasn't changed at all.
This matters because the ISI mark is not a marketing badge — it's a compliance requirement for products covered under mandatory Quality Control Orders (QCOs). Retailers, e-commerce platforms, government buyers, and customs authorities all check for a live, valid BIS licence number before accepting a product into the market.
If you renewed your ISI licence before 2026, the rules you're used to have shifted. On 25 February 2026, BIS notified the BIS (Conformity Assessment) Amendment Regulations, 2026, followed by a corrigendum on 28 April 2026. Together, these changed how long a BIS licence — new or renewed — stays valid, and how the fees are structured.
| Aspect | Before the 2026 Amendment | After the 2026 Amendment |
|---|---|---|
| Validity of a new licence | Generally 1 to 2 years under Scheme-I | Can now be granted for up to 5 years |
| Renewal validity | Licensee could request 1 to 5 years, subject to fee payment for that full period | Renewal is generally aligned to a period of up to 5 years |
| Fee payment structure | Full-period licence and marking fees often paid upfront for the requested duration | Licence and marking fees are payable annually in advance, even within a 5-year term |
| Compliance obligation | Annual production statement and fee | Still required annually — the 5-year validity does not remove yearly compliance |
| Late renewal fee | ₹5,000 | ₹5,000 (unchanged) |
You need to go through BIS ISI renewal if any of the following applies to you:
Renewal is different from applying for a fresh licence. If your licence has already been cancelled — not merely suspended — you generally need to file a new application rather than a renewal.
BIS ISI renewal documentation is lighter than a fresh application, but it still needs to be accurate and complete. Missing paperwork is one of the common reasons renewal applications get delayed.
| S.No. | Document | Why It's Needed |
|---|---|---|
| 1 | Form XII – Application for Renewal of Licence | The official renewal application; must state the existing licence number (CM/L) and the requested renewal period |
| 2 | Copy of the existing BIS ISI licence | Confirms the licence number, product scope, and current validity dates |
| 3 | Report of Performance (month-wise production and sales, with consignee addresses) | Shows how much ISI-marked product you actually sold during the licence period — mandatory under Form XII |
| 4 | Proof of annual licence fee and minimum marking fee payment | Confirms your fee account with BIS is current before renewal is considered |
| 5 | Updated manufacturing process flow chart / machinery list | Required only if there has been any change since the last grant or renewal |
| 6 | In-house or third-party test reports for the review period | Demonstrates continued conformity to the applicable Indian Standard |
| 7 | Extended Performance Bank Guarantee (foreign manufacturers only) | Must cover a period at least six months beyond the new validity date |
| 8 | Authorised signatory letter / AIR nomination (Form VI, if applicable) | Confirms who is authorised to sign and submit the renewal on the company's behalf |
| 9 | Updated GST registration and factory address proof (if changed) | Needed only if company details have changed since the original grant |
If your licence is under suspension at the time renewal is due, BIS will not process the renewal until the suspension is revoked, and a decision may be deferred for up to 180 days from the original validity date.
BIS fees vary by product category, licence scope, and production scale, so always confirm the exact figures on the official BIS fee schedule for your Indian Standard before submitting payment. As a general reference:
| Fee Head | Typical Range | When It's Paid |
|---|---|---|
| Renewal application fee | Around ₹1,000 (varies by scheme) | At the time of filing Form XII |
| Annual licence fee | Around ₹1,000 per year (product-dependent) | Every year, even within a multi-year validity |
| Minimum marking fee | Product-specific slab, paid in advance | At renewal and annually thereafter |
| Inspection / surveillance fee | Roughly ₹5,000–₹7,000 per visit (varies) | When a factory visit is due |
| Late renewal fee | ₹5,000 (fixed) | Only if the application is filed after the licence has expired |
A useful way to think about the 2026 change: you're no longer forced to pay five years of fees upfront just to lock in a longer validity — you pay annually, but your paperwork cycle stretches out to five years instead of one or two.
| Milestone | Timeline |
|---|---|
| New licence validity | Up to 5 years from date of grant (post-2026 amendment) |
| Renewed licence validity | Up to 5 years from the renewal date |
| Annual compliance window | Licence fee and production statement due every 12 months, regardless of overall validity |
| Recommended renewal filing window | 3 months before expiry (BIS's own renewal letters state this explicitly) |
| Grace period after expiry | Application accepted with a ₹5,000 late fee, subject to BIS discretion |
| Suspension for non-payment | 90 days, revocable by clearing dues plus the late fee |
| Maximum deferment during suspension | Up to 180 days from the original validity date |
BIS ISI renewal looks simple on paper — file a form, pay a fee — but in practice, most delays come from small, avoidable gaps: an incomplete production report, an outdated machinery list, or a Performance Bank Guarantee that expired a month too early. This is exactly where an experienced consultant can help reduce the risk of a clean renewal turning into months of back-and-forth queries with BIS.
Silvereye Certifications works as an end-to-end BIS ISI Registration Consultant for manufacturers, exporters, and foreign principals across India. The team tracks licence expiry dates well ahead of the three-month window, prepares the Report of Performance and Form XII filing accurately the first time, coordinates factory surveillance and sample testing schedules with BIS, and manages fee computation so nothing is under-paid or missed under the new 2026 annual-payment structure.
Whether you're renewing an existing ISI licence, adapting to the new 5-year validity rules, or handling a suspended licence that needs to be revived quickly, Silvereye Certifications brings the documentation discipline and regulatory familiarity to support the renewal process and reduce avoidable delays.
